contingent upon the negotiation of an agreement between

related to appointments to the Board of Trustees and
the control of educational programs.

On page 45, following the 4th full paragraph that
begins with, "The funds in Specific Appropriation 161
for Museums and Galleries..." INSERT new proviso:
From the funds in Specific Appropriation 161, that are allocated to FIU,
$4,000,000 is contingent upon FIU and the Holocaust Research and
Education Center negotiating an agreement that allows for the Center to
maintain the current process for selecting its board of directors and
that all of the educational programs be controlled by FIU.
