DELETE the proviso immediately following Specific Appropriation 1770:

Of the funds in Specific Appropriation 1770, $75 million is contingent
on SB 684 or similar legislation becoming law.

Immediately following Specific Appropriation 1770, INSERT:

Of the funds in Specific Appropriation 1770, $100 million is contingent
upon Senate Bill 684 or similar legislation becoming law.
