INSERT the following paragraph of proviso following Specific
Appropriation 319A:
From the General Revenue funds in Specific Appropriation 319A, $700,000
shall be used by the Department of Children and Family Services for a
contract with C-NOW for a pilot program to implement an interactive
video monitoring program in selected foster homes or residential group
care facilities.
