Insert the following new paragraph of proviso following Specific 
Appropriation 116 on page 27:

From the funds appropriated in Specific Appropriation 116 from the
Educational Aids Trust Fund, $3,000,000 is provided for incentive grants
to support K-12 research-based school-wide reform initiatives with a
focus of one hundred percent (100%) literacy where every child will read
at or above grade level. Schools that apply for these funds shall
provide a description of the whole-school approach approved by the
school board. A minimum of eighty-five percent (85%) of the school
faculty and the school principal must actively participate in a two-week
summer reading academy which includes in-depth training on the complete
reading process such as phonemic awareness and phonics, comprehension
strategies, reading and writing connections, language development and
vocabulary, content area reading, formal and informal assessment and

intervention, resulting in the development of a school-wide literacy
plan. The school principal must attend a three day training prior to the
summer reading academy in preparation for conducting faculty meetings
during the summer reading academy as well as following through with
reading action plans developed by the total school staff at the academy.
Each school will employ a reading coach to work with struggling readers
and to model effective strategies for classroom teachers. These
incentive grants shall be awarded by the Department of Education no
later than August 31, 2002. The Department of Education shall include
funding for these incentive grants in the plan it submits to the United
States Department of Education for use of the Federal funds appropriated
in Specific Appropriation 116.

Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
