Tenants/Repair to Rental Property; provides for tenant to repair premises after notice to landlord; provides for deduction of costs of repair from rent due; provides limitations; provides for right of tenant to repair to be defense to action for rent or possession; provides for payment of certain funds into registry of court; prohibits retaliatory actions by landlord. Creates 83.565; amends 83.60,.64.
