Capital Cases/Administration; requires that Secretary of State establish records repository for archiving capital postconviction records; requires that law enforcement agencies & state attorney copy & deliver to records repository public records produced in capital cases; prohibits capital collateral regional counsel or private counsel from soliciting another person to make request for public records on counsel's behalf, etc. Creates 119.19; amends 27.702,.708. APPROPRIATION: $75,000.
