Alcohol & Tobacco Sales; authorizes law enforcement officers to use persons under certain age to test vendor compliance with provisions restricting sale of alcoholic beverages to certain minors; provides restrictions on locations for on-premises consumption of alcoholic beverages; provides for local option election for sole purpose of determining whether intoxicating liquors, wines, or beer may be sold by drink for consumption on premises, etc. Amends FS.

Effective Date: Upon becoming law except as otherwise provided
