Sales Tax/Food & Drinks; revises exemption for food & drinks; provides exemption for certain foods, drinks, & other items provided to customers on complimentary basis by dealer who sells food products at retail; provides exemption for foods & beverages donated by such dealers to certain organizations; provides for issuance of technical assistance advisements re determining taxability of foods & medicines, etc. Amends 212.08, 213.22.
