Wrecker Operators/Vehicles & Vessels; defines term "wrecker operator"; provides for law enforcement officer to place hold order on motor vehicle in wrecker operator's storage facility; authorizes county & municipal wrecker operator systems; creates procedure for liens for towing & storage charges on undocumented vessels in same manner as currently permitted for vehicles; provides for impoundment or immobilization of vehicles & vessels, etc. Amends FS.
