Motor Vehicle License Plates/Seizure; expands into additional counties pilot project that authorizes recovery agent or recovery agency to seize license plate of motor vehicle following suspension of vehicle's registration or suspension of driver's license of owner or operator of vehicle for failing to maintain personal injury protection; requires that HSMV provide procedures for paying fees; deletes payment of fee to recovery agents, etc. Amends 324.201,.202, 627.733.
