Transportation Dept.(RAB); authorizes DOT to regulate transfer of storm water to right-of-way as result of changes to adjacent property; authorizes department to suspend consultant from awards of department contracts for specified good cause; provides incentives or damages for contractors for early completion of projects that provide substantial benefits to public, etc. Amends 334.044, 337.105,.18, 339.0805.
