Professional Sports Franchises; provides for certification of retained spring training franchise facility by Office of Tourism, Trade, & Economic Development, upon determination that certain requirements have been met; provides uses that such facility may make of funds provided pursuant to certain provision; provides that applicant certified as retained spring training franchise facility is required to have contract with LES Dept. for hiring of WAGES participants, etc. Amends FS.
