Agency Accountability Act; creates said act; provides for court orders imposing liability upon agency which has made determination affecting substantial interests of party based on grossly negligent assessment of material facts, under specified circumstances; provides for agency liability for actual damages & attorney's fees incurred by party suffering financial harm as result of determination; provides for waiver of sovereign immunity, etc. Creates 120.571.
