School Buses/Safety Belts; requires that buses purchased after specified date & used in transporting certain students be equipped with safety belts or other restraints that comply with specified standards & with seats having specified height; requires passengers to wear safety belts or other restraints; provides immunity of school district, bus operator, & others for injuries to passenger caused solely because passenger was not wearing safety belt, etc.
