Postsecondary Education; revises provisions re tuition waivers for state employees; expands eligibility for participation in optional retirement program for State University System; revises fee exemption for certain postsecondary students; prohibits school, college, or center at state university from being named for a living person unless approved by Board of Regents; provides for recalculation of HS grade point average upon request, etc. Amends FS.
