Mental Health & Substance Abuse; (THIS BILL COMBINED IN CS/S2388,1946) conforms reference to renaming of certain department; authorizes CFS Dept. to use unit cost methods of payment in contracts for mental health & substance abuse services; directs dept. to propose revisions to part IV, Ch. 394, re community alcohol, drug abuse, & mental health services; provides for workgroup; directs department to adopt certain rules. Amends 394.66,.74,.78.
