Appropriations; provides moneys for annual period beginning July 1, 1999, & ending June 30, 2000, to pay salaries, & other expenses, capital outlay - buildings, & other improvements, & for other specified purposes of various agencies of State government; provides retroactive effective date. APPROPRIATION: $48,859,587,987.

Effective Date: 07/01/1999 or upon becoming law, whichever occurs later, except as otherwise provided
