Public Records/Business Records; provides exemption from public records requirements for certain business records used in prelitigation offer in eminent domain proceeding; provides expiration date; provides finding of public necessity; takes effect on effective date of SB 70 or similar legislation, re eminent domain, & shall not take effect if that legislation does not become law.
