Solid Waste Collection Services; provides requirements for local governments providing solid waste collection services in competition with private companies; provides remedies for such private companies; prohibits local governments from displacing private waste collection companies under certain circumstances; authorizes solid waste fee waivers for certain nonprofit organizations, etc. Amends 165.061, 171.062, 403.087,.706,.722.
