Pawnbrokers & Secondhand Dealers; requires FDLE to administer statewide database of pawnshop transactions & acquisitions of secondhand goods; requires local law enforcement agencies to submit records of such transactions to dept.; authorizes law enforcement agency to access database only for investigative purposes & subject to specified conditions; requires dept. to submit annual report to Legislature & adopt rules, etc. Creates 943.0546; amends 539.001.
