Spring Training Facilities; provides for distribution of specified sales tax proceeds for professional sports facilities; redefines term "new spring training franchise"; directs Tourism, Trade, & Economic Development Dept. to provide funding for limited number of facilities for retained spring training franchises; provides criteria for setting priorities. Amends 212.20, 288.1162.
