Fair Accountability in Interest Rate; (THIS BILL COMBINES S1834,694) creates "Fair Accountability in Interest Rates Act of 2000"; requires licensure by Banking & Finance Dept. to act as title loan lender; provides remedies for title loans made or serviced without licensure; provides for title loan agreement; provides for reclaiming repossessed motor vehicle under certain circumstances; provides for title loan interest rates, etc. Amends Ch. 538, 560.309. APPROPRIATION: $500,000.
