Child Welfare; revises confidentiality of recorded central abuse hotline calls re child abuse, neglect, or abandonment; provides clarifying language for community-based care providers of foster care & related services; provides for inclusion of child protection team in list of those to whom alleged abuse reporter's name may be released; clarifies language re initiation of protective investigations, etc. Amends Ch. 39, 383.402, 409.145,.1671.
