Veterans' & Specialty License Plates; allows certain disabled veterans to purchase additional disabled veterans' license plates; revises provision re Sea Turtle License Plate; provides for distribution of 25 percent of annual use fees from Share the Road license plate to Bike Florida, Inc., rather than to Governor's Council on Physical Fitness & Amateur Sports. Amends 320.084,.08058.
