Fla. Building Code; (THIS BILL COMBINES S4,380) prohibits Fla. Building Commission from granting waiver or variance from code requirements; authorizes counties to enforce & amend said code, rather than adopt building code; deletes authority of DEP to delegate coastal construction building codes review to local governments; exempts state universities from local amendments to Florida Building Code & Fire Prevention Code, etc. Amends FS. APPROPRIATION.
