Insurance Rate & Form Filing; exempts certain insurers from certain rate & form filing requirements for policies issued to large commercial risks; authorizes surplus lines brokers to purchase insurance from eligible unauthorized insurers under certain circumstances for certain purposes; requires certain policies to contain certain notice; authorizes insurers to use rate less than applicable filed rate on any specified risk under certain circumstances. Amends 627.062,.171.
