Aquaculture; includes owner of long-term ground lease from governmental entity within definition of "landowner"; provides duties of Agric. & Consumer Serv. Dept. re certain state lands; provides for disposition of fees for aquaculture leases; provides for use of certain commercial vessel registration fees for aquaculture law enforcement & quality control programs; provides regulation of shellfish processors includes processors of scallops, etc. Amends FS.
