JOINT RESOLUTION by Burt ; (CO-INTRODUCERS) Crist

Excessive Punishment; constitutional amendment to prohibit cruel & unusual punishment rather than cruel or unusual punishment, to provide that death penalty is authorized punishment for any capital crime designated by Legislature, to allow any method of execution not prohibited by Federal Constitution, to provide that Legislature may designate methods of execution, to authorize retroactive application of change in any method of execution, etc. Amends s. 17, Art. I.
