Wetland Mitigation/Jacksonville; authorizes mitigation of wetland & surface water impacts resulting from Better Jacksonville Plan through acquisition of lands for preservation & through wetland restoration, enhancement, & creation projects of regional environmental benefit; specifies areas to be afforded preference as mitigation areas; provides sources of funds for wetland & surface water mitigation, etc. Creates 373.4139; amends 373.4135.
