GENERAL BILL by Appropriations ; Pruitt ; (CO-INTRODUCERS) Horne

Higher Educational Facilities; creates "Higher Educational Facilities Financing Act"; provides legislative findings & declarations; creates Higher Educational Facilities Financing Authority; provides criteria for & covenants re authorization of issuance of notes & revenue bonds not obligating full faith & credit of authority, any municipality, state, or any political subdivision thereof; provides for loans from revenue bonds to participating institutions, etc. Amends 196.012.
