Florida Prepaid College Program; revises accreditation requirements for independent college or university eligibility purposes; clarifies that amount of benefits transferred to eligible independent college or univ., eligible out-of-state college or univ., applied technology diploma program or vocational certificate program or refunded to purchaser shall not exceed redemption value of advance payment contract at state postsecondary institution. Amends 240.551.
