Public Health; expands type of personnel & facilities that may accept abandoned newborns; amends provision re Florida Patient's Bill of Rights & Responsibilities to replace references to term "physical handicap" with term "handicap"; requires postnatal tests & screenings for infant metabolic disorders to be performed by State Public Health Laboratory; revises provisions re food service employee training programs, etc. Amends FS.
