Substance Abuse & Crime Prevention; creates "Substance Abuse & Crime Prevention Act"; provides definitions; provides for assignment of certain nonviolent drug offenders to rehabilitative treatment programs; provides conditions of such assignment; provides conditions for subsequent prosecution; provides for annual accountability & evaluation study; provides applicability to other provisions of law; provides severability, etc. Creates 948.201.
