Public Libraries/Funding; authorizes municipalities to receive operating grants; establishes minimum standards for receipt of funds; revises provisions re confidentiality of public library registration & circulation records to authorize disclosure of information to parent or guardian of library patron under age 16, for purpose of collecting fines or recovering overdue books or other materials, etc. Amends 257.17,.191,.22,.23,.261; repeals 257.19.
