Cigarette Taxes/H. Lee Moffitt; increases that portion of revenues from cigarette tax to be paid monthly to Board of Directors of H. Lee Moffitt Cancer Center & Research Institute to finance cancer research facility at Univ. of South Florida; provides for use of transferred moneys; authorizes, rather than requires, replacement of such moneys by tobacco settlement proceeds. Amends 210.20,.201.
