State Employees/Personnel System; allows DMS to contract with private vendor for provision of personnel information system; allows such vendor to assist state in maintaining personnel records & in developing workforce report; allows vendor to help dept. compile data re administration of Sr. Mgmt. Service & of Selected Exempt Service; redesignates COPES as Personnel Information System; allows Governor's Office to transfer funds between agencies, etc. Amends FS.
