Civil Legal Assistance Act; creates Florida Access to Civil Legal Assistance Act; provides definitions; specifies powers of DCA for certain purposes; limits use of certain funds for certain purposes; requires DCA to contract for delivery of civil legal assistance to certain persons through not-for-profit legal aid organizations; provides contract requirements; specifies application; requires DCA to ensure accountability; provides limitations on use of state funds, etc.
