Performance-Based Permitting Act; creates "Florida Performance-Based Permitting Act"; establishes performance-based permit program; requires DEP to consider compliance history of permit applicants; provides for categories of violations & factors to be considered; provides for possible actions dept. may take re permits; provides for compliance incentives for applicants who meet certain criteria, etc. Amends 161.041, 373.413, 403.087; creates 403.08761,.08762,.08763.
