Controlled Substances; provides for specified licensing boards to adopt rules governing prescribing of controlled substances; provides for emergency suspension of certain licenses for prescribing violations; requires Pharmacy Services Bureau of Health Dept. to establish electronic system for identifying licensees & patients who engage in certain fraudulent or illegal practices; prohibits presigning of blank prescription forms & provides penalties, etc. Amends FS. APPROPRIATION: $1,050,000.
