Economic Development; provides for additional uses of moneys in Rural Infrastructure Fund; amends provisions re tax refund program for qualified defense contractors; provides exemption from mandatory loss of tax refund eligibility & decertification resulting from agreement breach in cases of uncontrollable economic factors or specific acts of terrorism; amends provision re tax refund program for qualified target industry businesses, etc. Amends FS.
