Public Necessity Statements; removes public necessity statement for public records exemption for identifying information contained in records of elderly persons collected & held by Elderly Affairs Dept. & for certain claims files records & minutes of meetings & proceedings re risk management programs entered into by state & its agencies & subdivisions, & public meetings exemption for proceedings & meetings re claims filed, etc. Amends FS.
