Regional Transportation Auth.; revises provisions re appointment of governing board of authority; revises powers & duties of authority; authorizes authority to expand its service area into counties contiguous to service area of authority upon consent of board of county commissioners; authorizes tax on registration, etc. Amends Ch. 343, 112.3148, 768.28.
