Financial Impact Statements; requires Secretary of State to submit certain proposed constitutional amendments to Financial Impact Estimating Conference; revises time period for Attorney General to petition Supreme Court for review of certain financial impact statements; creates said conference; provides duties of Dept. of State re printing & provides copies of initiative financial information statement, etc. Amends Ch. 100, 15.21, 16.061, 101.161, 216.136.
