Substance Abuse Treatment; provides additional legislative findings & purposes re substance abuse treatment; specifies that treatment may be required following adjudication; authorizes court to order specified persons to submit to substance abuse assessment upon showing of good cause in connection with shelter hearing or petition for dependency; authorizes court to extend time for completing case plan during judicial review, etc. Amends FS.
