Insurance Fraud; provides for bringing action against unauthorized insurer under certain circumstances; makes it unlawful for certain affiliated parties to participate in insurance business without authorization; provides criminal penalties for acting as insurer without valid certificate; specifies certain investigators as law enforcement officers; provides criminal penalty for certain charges re services & parts, etc. Amends FS.
