Environmental Control; replaces "Keep Florida Beautiful, Incorporated" with Clean Florida Commission; provides rulemaking authority; provides for commission to contract for development of statewide anti-litter campaign; provides that proceeds of fees paid for Wildflower license plates must be distributed to Wildflower Trust Fund in Agriculture & Consumer Services Dept.; creates Wildflower Advisory Council, etc. Amends Ch. 403, 320.08058.
