Economic Recovery; provides criteria, requirements, & limitations on certain training; provides for power & authority of Workforce Innovation Agency; provides definition & application of alternative base period; specifies, for limited time period, alternative time periods & amounts of certain payments, increase in weekly benefit amounts, & waiver of waiting period for certain individuals for unemployment compensation purposes, etc. Amends 443.036.
