Telecommunications Service; amends provision re universal telecommunications service; extends period each local exchange telecommunications company is required to furnish basic local exchange telecommunications service to certain persons; extends transitional period for interim mechanisms for maintaining universal service objectives & funding carrier-of-last-resort obligations; extends period in which party may petition Fla. PSC for change of interim mechanism, etc. Amends 364.025.
