GENERAL BILL by Siplin
Lifeline Telecommunications Service; prohibits local exchange telecommunications company from discontinuing local service to consumer for nonpayment of other telephone services; directs PSC to adopt rules to administer prohibition; authorizes local exchange telecommunications company to block specified long-distance services when customer owes outstanding account for those services, etc. Amends 364.10.
