Rec.; provides exemption from public-records requirements for manuscript or other archival material donated to & held by official archive of municipality or county & subject to special terms & conditions that limit right to copy or inspect manuscript or material; requires that such manuscript or other archival material be made available for inspection & copying after specified period or pursuant to court order, etc.
